Halston believe these where pre death pre 90's. The luxurious suede is lined with a heave neoprene like stretch material and they are not worn or stretched out and will fit and stay on most peoples thighs. These fit more like a pair of tights than the more modern wide cuff. Rhinestone details and may be high end like Swarkovski but unsure. As you can see the soles have minor
